Kanat Saudabaev was appointed Secretary of State of the Republic of Kazakhstan and was released from the post of Ambassador Extraordinary and Plenipotentiary in the USA as well as Ambassador Extraordinary and Plenipotentiary in Canada.


Oralbay Abdykarimov was released from the post of Secretary of State of the Republic of Kazakhstan and appointed advisor of the President of Kazakhstan.


Akylbek Kamaldinov was appointed Ambassador Extraordinary and Plenipotentiary in Japan.


Byrganym Aytimova, permanent representative of Kazakhstan in the UNO, was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Cuba to combine two jobs.


Lama Sharif Kayrat Kayirbekuli, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan in Saudi Arabia, was appointed Ambassador Extraordinary and Plenipotentiary in Kuwait to combine two jobs.


Kazhimurat Maermanov was appointed Deputy Minister of Defence and released from the post of Commander-in-Chief of the rocket forces and artillery of the Air Forces of the Republic of Kazakhstan.


Bulat Darbekov was appointed Commander- in- Chief of the regional command forces «Yug.»


Nikolay Pospelov was appointed Commander- in- Chief of the regional command forces «Vostok» and released from the post of Deputy Minister of Defence.


Saken Zhasuzakov was released from the post of Commander-in-Chief of the regional command forces «Vostok» in connection with a transfer to another job.


Bahtiyar Syzdykov was released from the post of Commander-in-Chief of the regional command forces «Yug» in connection with a transfer to another job.


The Senate has released Saken Abdullaev from the post of Supreme Court Judge in connection with a transfer to another job.


Zhanarbek Suleymenov was appointed the new Head of the Capital Department of Transport and Motor Roads. Previously, he was Deputy Director of this Department.


According to the decree of the Agency of The Republic of Kazakhstan for Fighting Economic and Corruption Crimes, lieutenant colonel Serik Soltanbekov was appointed Director of Pavlodar Department. S. Soltanbekov was born in 1967. He has been working in Financial Police institutions since 2000, and during this period he held posts as Deputy Director of the Agency of The Republic of Kazakhstan for Fighting Economic and Corruption Crimes in East Kazakhstani Oblast, and Director of the Financial Police Department in North Kazakhstani Oblast. Before being appointed to the post in Pavlodar Oblast, S. Soltanbekov was the Director of the Department of Active Response and Interregional Investigation under the Department of the Agency of The Republic of Kazakhstan for Fighting Economic and Corruption Crimes.


Nurgali Tuzelbaev, former Director of Financial Police in Pavlodar Oblast, was appointed Director of the Department of Agency of The Republic of Kazakhstan for Fighting Economic and Corruption Crimes in Kostanay Oblast. N. Tuzelbaev is a financial police colonel. He was working as First Deputy of Tax Police Committee Chairman at Ministry of Public Revenues, Agency of The Republic of Kazakhstan for Fighting Economic and Corruption Crimes. Between January 2002 and his new appointment, N. Tuzelbaev held the post of Director of the Department of Agency of The Republic of Kazakhstan for Fighting Economic and Corruption Crimes in Pavlodar Oblast.


Kurgan Kamzabaev was appointed Public Prosecutor in Kostanay Oblast. K. Kamzabaev was born in 1955. In 1979 he graduated from Karaganda University. He worked as a lecturer, Judge in the People’s Court, and Regional Court Chairman in Karaganda city and Karaganda Oblast. In 2002 he began working in the Offices of the Public Prosecutor. In October 2005 he became Head of the Department on ensuring the lawfulness of investigation of criminal cases in the Office of General Public Prosecutor of the Republic of Kazakhstan, and after this he became the Head of Personnel and Internal Security Department of the Office of Public Prosecutor of the Republic of Kazakhstan. K. Kamzabaev holds the rank of senior justice councillor.


Galymzhan Togizbaev was appointed Public Prosecutor of West Kazakhstani Oblast. He was born in 1965. Between 2004 and 2006, G. Togizbaev took up the post of the Head of Department on ensuring the lawfulness of court decisions on criminal cases and the Head of the Department on ensuring the lawfulness of investigation of criminal cases in the Office of the General Public Prosecutor of the Republic of Kazakhstan. In 2006 he was made First Deputy of the Public Prosecutor of Astana City. Since January 2007, G. Togizbaev worked as Director of the Head of the Department on ensuring the lawfulness of investigation of criminal cases in the Office of General Public Prosecutor of the Republic of Kazakhstan.


Akimgerey Sergalin was appointed Head of the Territorial Department of the Agency for Public Service Proceedings of the Republic of Kazakhstan, Chairman of Disciplinary Council in West Kazakhstani Oblast. Previously he held the same position in Aktybinsk Oblast (since 2005). A. Sergalin was born in 1951; he is a teacher of biology and chemistry, and agronomist scholar.


Foreign insurance company “Kazakhinstrah” JSC (Almaty) announced the removal of the director Farida Eshova and her demotion from the post of Financial Director.


«Almaty Investment Management» JSC announced that the stockholders decided to dismiss G.A. Ahmetzhanova from her membership of the board of directors. According to the announcement, this decision was made because her actions were incompatible with her rights and responsibilities on the position. S.T. Bektemisova, A.K. Kuzutbaeva (independent director), S.V. Murzabekova (independent director), V.S. Savin were elected to form part of the new board of directors.


Kalle Tarien was approved as a member of the board of directors, as an independent director, of «Kazpochta» JSC.


Yerlen Zhangeldin was appointed acting Chairman of the Board of “Neftebank» JSC.


«Bank Caspian» JSC announced the formation of the board of directors of bank holding Caspian Group B.V. and the involvement of three experienced experts in the board of directors; David Hekser, Douglas Gardner and Nikolay Zinovyev. Functions of the board of directors include development strategy determination and control over the efficiency of «Bank Caspian» JSC.» David Hekster was vice- president and chairman of the Investment Committee EBRD from 1992 till 1999. Douglas Gardner was Senior Partner at «Ernst and Young» between 2002 and 2004 and was responsible for CIS financial sector auditing. Between 2004 and 2006, D. Gardner was Managing Partner at the same company in the CIS. Nikolay Zinovyev is President and founder of «Europlan» Company, a leading vehicle-leasing company in Russia. Alexander Kozin was co-opted as a member of the board of directors and independent director of «Alfa-Bank» JSC by the Agency of the Republic of Kazakhstan on regulation and supervision of financial market and financial organizations.


According to the board of directors’ decision of «Alliance Bank» JSC, Irina Stepanova, Raushan Abylkasymova and Kayrat Zhanybekov were appointed to the posts of Deputy Director of the the Chairman of the Board of «Alliance Bank» JSC. Previously, Irina Stepanova was Managing Director of Retail Crediting, Raushan Abylkasymova was Head of Almaty City Branch, and Kayrat Zhanybekov managed Bank Regional Development as Regional Director.


Dauren Karabayev was appointed Deputy Chairman of the Board at «Halyk Bank» JSC.


In connection with the transition of Dabyr Medetbekov to another job, the board of the directors’ of JSC «UlarUmit Pension Fund» decided to appoint Gulnar Alimgazieva to the post of Chairman of the Board.
